Vinegar put in water to steam parceled fish in Patra ni Macchi recipe

The recipe I have calls for putting two tablespoons of malt vinegar in the steaming water used to steam parcels of fish wrapped in baking paper or aluminum foil. Other recipes for Patra ni Macchi don't seem to have this. I only know about putting vinegar in water when poaching eggs in the water itself. Putting vinegar in the steaming water seems odd to me.
